I have a problem with one MOTOROLA BSR 2000. it does not respond to console and telnet. What can I do to access it ??

We are a private user owned cable company.
All users are running on docsis 3 modems wired up on coax cable.
At the moment all services are leased from other operators, but it gives a lot of problems.
What would you suggest off software that is able to do the following :

- manage all modems ( possibility to cut connection when customer doesnt pay or using to much bandwidth etc)
- manage billing on company or customer level
- manage bandwidth on individual customer levels

I'm looking for a high density Edge Qam for DOCSIS3.0 M-CMTS architecture.
It should a chassis based (not 1u) with high density.
I checked CISCO RFGW-10 and looking for a similar machine.

We have ARRIS TM402G modems that were used strictly as data modems until now. Now, we have launched VOIP. To get access to the latest SIP firmware and support, we bought a few new modems from ARRIS and got access to their portal that provide the latest SIP images. That has worked fine for us so far but we have come across a new problem which the ARRIS site cannot resolve for us.

Can someone tell me in a nutshell the main difference and benefit of 2.0 versus 1.1?

Looking for info on the Arris C4 platforms with D3.0 hardware. Do they support SCDMA upstream operation?
