when a modem is moved from one cable interface to another by the load balancing the modem always restarts, this must be the case or it is not normal

I have a problem, with access SNMP the CMs to reset or get info, the file what I am using its public community, no BPI, and all CM are working but no this 2 models.
do you have any idea how I can check or do to get SNMP link communication from server and SNMP, others CM are working but no this models,

I would like to know how to download the configuration file of the cmts or create a new one based on the current configuration, I am not in front of the cmts, I am currently connected via a remote PC and from this console to the cmts.
I wanted to be able to set up a service flow or whatever it would be so that I would be able to poll modem information from a management server but not have the customer's current usage affect my ability to pull info.
We currently just have a single service flow set up for whatever the customer's level of service is. This becomes an issue when they are using a ton of upload and I am unable to poll the modem.

I'm looking for SNMP oid for Motorola SBG6580 cm. I want to disable telnet/ssh access on IPV6.
By default, the access is disabled on ipv4 address but on ipv6 I can log in to the modem.
I tried to disable it with this oid, but it only work for ipv4:
1.3.6.1.4.1.1166.1.19.3.6.3.0 x 0x00
We have a Cisco CNR 8.1 and it will be upgraded to 9.1. We would like to have each customer modems start session times, end session times and interim update times on the network. I would like to know if there is any way to pull that information directly from the CNR? If yes, where and how? If not, is it achievable? and how? Right now, we are able to obtain start lease and end lease times and with the help of these numbers, we use a script to calculate the interim update and session stop times. However, the numbers do not seem to be accurate and the method is not that effective.
