We have a ARRIS CMTS 1500 which is configured in DOCSIS 1.1 mode. I want to know how I can change the mode to DOCSIS 1.0

Every DOCSIS 1.1 Device (CMTS, CM) should be downwardly compatible. If you want registration DOCSIS 1.0-Devices on CMTS you must this Cablemodems give a DOCSIS 1.0 Configfile. If you give a DOCSIS 1.0-Device a DOCSIS 1.1-Configfile, the DOCSIS 1.0-Device will abort registration on CMTS but give you a DOCSIS-1.1-Device a DOCSIS-1.0-Configfile will the DOCSIS-1.1-Device provisioned as DOCSIS 1.0-Device and all features of DOCSIS 1.1 are disabled.

Let me repeat: DOCSIS 1.1 is downwardly compatible to DOCSIS 1.0.

1. change downstream modulation to 64QAM
2. change upstream modulation profile to 1 (modulation = qpsk)

but this is decision like fromnt attack.

In details - all you need to do is to create docsis 1.0 cable modem configuration file.
Here is some sample:

03 (Net Access Control) = 1
