I have a ubr7246vxr with mc28u setup where modems lock on, but i am limited to 10Mb down and 2Mb up. Single modem using ftp across the connection to test throughput.

10M down is suspicious, you

10M down is suspicious, you should be able to get 30M easily. What sort of power levels is the modem showing?

2M up is pretty standard unless you make some tweaks like shown below :

on the cmts,

interface Cable5/0
cable default-phy-burst 0
cable upstream 0 minislot-size 2

in the cm config file
for the US service flow, set max-burst to 4000 and max-concat-burst to 4000

I finally read some more documentation on the modulation profiles and got to around 30 down. Thank you for the comments on upload will try that.

This profile got the upstream to where i was expecting it.
