I have line card MC28U, but it is fault 1downstream. Now I want to config 1 DownStream- 8 Upsteam.
Who do i help to config ???

Try to read Cisco docs about MC28 this is well documented.

What exactly is the problem? You should just reassign upstreams vs. physical connectors from faulty half of card to the good half.

From memory it's like this :

int cable 6/0
cable upstream max-ports 0
shut

int cable 6/1
cable upstream max-ports 8
