testing to Docsis 3 modms side by side

Hi
In the past I did a lot of test using splitters with Docsis 2 modems and directly connected to the CMTS (of course with good padding). I try to do the same thing with 2 Arris CM820 D3 modems but only 1 goes on line well, the other stays in init(r)...rf issue. I tried changing splitter for directional coupler still the same problem. I also use a diplex filter on the CMTS side.
Does anyone knows how to fix it?

post rf design

with the modem in init r, it's stuck in ranging, so it can't transmit with enough power to move onto dhcp/tftp to go online.
the modem that does go online, go to the modem's web page and confirm levels.
receive should be around 0 and transmit around 45 or 48.
post cmts downstream and upstream. downstream would be around 45dbmv and receive at 0dbmv.

I made it work. RF level are

I made it work. RF level are OK (RX at modem around 0, TX around 42), what is strange is when I put Privacy to Off (no encryption) to the modem config file, modems are stuck in init(r), when I put it back to On everything is OK ??
Same wiring. I wil leave the encryption ON for now. I work in a controlled environment and I wanted to get rid of as much overhead as possible.
Thank you for your quick reply.

privacy enable

double check the cmts for cable privacy enable or enforce, modem file without it would not let the modem register
