There are a couple ways you can do that, one is to limit the service flows to nearly nothing, or if you're using a particular brand of modem, you can often just shut off the ethernet/usb ports using an appropriate snmp mib.
You do this on the DHCP server, not the CM config file

Rather than trying to manually force the ethernet etc down, easier/safer to use "NetworkAccess 0" in the cm config file.
